Today's Field Brief shares updates and reminders for service providers who collect and report data for the State Opioid and Stimulant Response grants (SOS 4.0). Beginning in January 2026, this newsletter will generally be issued on the fourth Wednesday of the month.
Looking for volunteers for the SOS Evaluation Advisory Group!
Volunteer for the New Advisory Group
The SOS Evaluation team is looking for volunteers for an SOS Advisory Group. Participants in the advisory group will include local board and community organization administrators, service providers, and peer supporters from each of the six psychiatric hospital regions to provide expert input and guidance on evaluation activities related to the State Opioid and Stimulant Response grant evaluation. This group will meet 2-4 times a year, virtually, led by the Government Resource Center, in partnership with the Ohio Department of Behavioral Health. Submit GPRA Data Migration Requests
Clients who had a GPRA baseline in year 1 of SOS 4.0 will not appear automatically in the new iPortal. The Ohio Department of Behavioral Health (DBH) has created a process to migrate this data into the new system and allow for data entry under the SAMHSA Unified Reporting Tools (SUPRT). They will work with each agency to grant access. Agencies must submit a request by emailing DBH at SOS4@dbh.ohio.gov with the subject line, “SOS GPRA to SUPRT Data Migration.” In your message, say that you need to migrate SOS 4.0, year 1 GPRA data and request the “SUPRT-A Transition Form”. Once you complete that form, DBH will work to give you access. If you have already worked with DBH on this request no further action is needed.
Review Updated Guidance on Transition from GPRA to SUPRT
How do we transition SOS 4.0 clients with a GPRA baseline to SUPRT? It depends on whether the client is still receiving SOS 4.0 services.
- If the client is still receiving services, collect the 6-month SUPRT-A (Required) and SUPRT-C (Optional) reassessment and annual SUPRT-A (Required) and SUPRT-C (Optional) when due. Please note that the SUPRT-C is not yet available for GRPA-transitioned clients in the SOS portal. The SUPRT-C can be collected on paper and then entered into the portal once the form is available. Clients are eligible to receive a $30 gift card when they complete the SUPRT-C 6-month reassessment or annual assessment form within the valid data collection window.
- If the client is no longer receiving SOS 4.0-funded services, you are required to use the SUPRT-A closeout, even if the baseline and 6-month reassessment records were completed using the GPRA tool.
Register for the New Training for SOS Supervisors
GRC is excited to announce a new 1-hour training for SOS grant managers and supervisors who oversee SUPRT data collectors and Quarterly Reporting. The SOS Awardee and Supervisor Training offers an overview of how to manage SOS data collection and reporting requirements. The session walks through key responsibilities under the SOS grant and explains how to meet reporting requirements. It is intended for all experience levels and will include action steps to help support data collection teams and strengthen reporting across agencies.
GRC also continues to offer a two-part training series on SUPRT:
- SUPRT Data Collection: Learning how to collect the SUPRT (90-minute presentation with optional 30-minute live Q&A)
- SUPRT Data Entry: How to enter the SUPRT into iPortal (60-minute presentation)

Download SOS 4.0 Quarterly Reporting Calendar
The SOS 4.0 Quarterly Reporting Calendar for Federal Fiscal Year 2026 (FFY26) is now available for download. Please note for FFY26, the Non-GPRA Tool is no longer fielded. If you have prevention programs, respond to the applicable questions in the SOR/TOR and Performance Progress Report (PPR). Quarter 2 reporting will open March 16th and close on April 10th.
